They added that later... after the people who turned extension hiding off kept overwriting their extensions.
Because the original design was pants-on-head stupid. Users want to click rename, type a name, and be done. That's all they should have to do. That's not how it worked though. If you just started typing, you deleted the whole filename including the extension and had to retype it. So instead you had to painstakingly select everything except the extension (and that tiny little . which always ended up on the wrong side of the highlight) or put the cursor in just the right spot and backspace out the name before you could type a new name, so as to not change the extension.
At least someone over there finally grew some sense and made it not highlight the extension when you start renaming the file, so you have to actually go slightly more out of your way to change the extension by mistake.

I hadn't even thought about sticky keys since I was gaming on Windows XP and it kept crashing my games because it would minimize the game and bring up a confirmation dialogue about whether I wanted to use sticky keys or whatever the other ones were.
I haven't even gotten a single sticky keys thing since I got my current computer (pre-Windows 8.1). I think it's off by default now, or an additional download or something.

Yeah, I think Windows 7 was the last time I dealt with StickyKeys so assume you're right about it being off by default.

I can't even find any results on microsoft.com on how to turn on Sticky Keys on Windows 10. Everything is for 7, Vista, or XP.

I wasn't at my Windows computer when I wrote that post. If this forum used IPv6, I would have a different address for this post and my previous post. The start menu does indeed have an item called "turn on easy access keys".
