My point is that if he did this in this very forum, it still would be leader privilege "abuse", and not admin abuse.

No it wouldn't. Because even without being a Leader, he could still do it here because he's an Admin.

But he is a Leader so he earned that privilege and can continue to do so once he loses the shield (so long as he remains qualified for Leader'ship).

Somehow I doubt Jeff is active enough here to keep the Leader title, seeing as how a process runs every day to verify that you still meet conditions for it.
As a reminder, Leader requires you to read 50% of all topics and 50% of all posts.

As per a conversation I had with Alex (that discosearch won't find) he won't be losing admin powers. Also:

Moderators appear to be 'permanent' Level 4 users in that they can edit all posts and do some post and topic related administration. In addition they can handle flags, and delete topics (level 4 users can only hide topics.) On the boards they can be identified by a wand icon next to their username:Admin

But my point is, even an Admin at TL0 can rename/move/delete topics. So how do you categorize those powers? Obviously as Admin powers.
