I hate the guys who slow down for the cop who already has someone pulled over.
Most of the traps I go by are worked by the police in two and threes...
...so it still pays to, at least, stop speeding up.

We're generally talking here about short, unpredictable pedestrians.

What drives me crazy is a scenario like this: Speed limit = 55, car is 3 lanes over from the cop, driver in front of me slows down to 45
I've seen a backup on a southbound bridge due to an accident on the northbound bridge (not lane, bridge).
When people get nervous, they get stupid. The most common behavior change when the stupid bit is flipped is to slow down. See: drunk driving.

You speak as if drivers are unthinking creatures that would kill everyone around them if not controlled.
Most driving is done within ten miles of where the driver lives. People know where their local schools and churches are. Since most people know, they drive reasonably. If "the method" is used, the average speed will be dominated by the majority that knows about the school and drives rationally. Therefore, without taking any special action, the general area around a school will end up with an appropriately low speed limit without any politician ever having to utter the phrase "think of the children". Fiddling with speed limits is pretty much always the wrong thing to do. Redesigning roads and putting up warning signs or lights is usually a more effective means of reducing risk.

The small fraction of drivers that drive dangerously don't obey speed limit signs. So, I don't dent that they exist, but I do deny that reducing the speed limit would make it any better.

Unless fog is involved. In that case, they speed up as they can't see any problems ahead!
