I mean "it uses a single transaction per post".
So the locking is left to Postgres to sort out, which is how it should be.Though now I'm wondering why it's not a transaction per thread/topic; surely that's more performant?

Wow, sidekiq (the job processor) was up to 1.6GB of usage, I am guessing its due to the pausing the import did.
I just restarted the app to recover the memory.
Current status:

What's my trust level qualification scorecard look like? Before the import, I was about a hundred times the minimum number of Posts Read (All Time) for TL3. After the import, ...?

trust qualification is rolling, old posts don't really matter.
