It's a T-Shirt cannon. The mascot is supposed to be shooting the t-shirt into the crowd rather than into his crotch.
If you think about how much air it takes to shoot a rolled up t-shirt into the crowd rather than at a point blank target, you'll have an idea of how much pain that dude is in.

It was designed by the Brabantine sculptor Jérôme Duquesnoy the Elder and put in place in 1618 or 1619.
It was commissioned by Denis-Adrien Debouvrie in 1985 and erected in 1987.

In german, we say "das letzte aus sich rausholen" which means something like full commitment, provide maximum effort etc.
But more literally it is "take the last thing out of yourself", and so the image is not really far off.
And also appropriate for Brussels, the capital of European Bureaucrazy.

The original probably started as a water fountain actually used as water supply that was made as a joke instead of the more usual water coming out of a jug in some statue's hand or a mouth of a fish or a mouth of a dragon or something. The newer ones are just complementing the first one.
