You shouldn't ever leave your parents' basement. There's fresh air outside. It's extremely bad for your skin.

Well... in the similar sense you need to edit your makefile or automake script to add new build tools for other tarballs for Linux.

Only if you'll always be using the latest library (it's tradition that package installer/installation script will create a symlink as *.so for the current version of *-1.2.3.4.so) so if your project is not looking for specific version of library / toolchain, you can usually leave it as is.
However, for .NET framework you're usually locked to .NET Standard 1.X/2.X or Core 1/2 that does not mix well. (Especially for EntityFramework that almost always take away old class while introducing new class, therefore if your project loads the wrong version, great chance is there that it will not compile)
