For a better WTF, look at the pictures below the main item on the page. It reminds me of the old Sesame Street song, "One of these things is not like the others..."
Basically your paying a flat fee instead of royalties. same way a lot of companies use compulsory mechanical licensing through companies like harry fox for music licenses. Instead of paying 9cents per product produced you pay something like $250 to licenence the use of a song.
