Linux will never be ready for the primetime, just like developers never find their own bugs (Thats why we have QA).
The horribly not standard implementations of GUI's across distro's show that developers like to create eye candy without actually thinking about the end users. In the paid software world that I exist in, we have things such as useability studies and focus groups, and we still don't get things perfect.
I am not sure what universe you live in but none of that makes the slightest bit of sense. What nonstandard implementation? Or, even, what implementation? The majority of software in a distro is upstream, even for handholding distros like Ubuntu.
You are aware that developers ARE the end users, right? And that software goes through a testing phase as well, just with a broader audience? You make it sound like Bugzilla, mailing lists or any other form of contact doesn't exist.
