so yeah..... pretty sure the /etc/fstab change is a red herring. it's still doing it where i need to boot into another OS (i've been using the Arch install environment) then reboot to get a clean boot.
i bet it's something with the 6.5.2 kernel.
yaaay i get to try and figure this out.
or reinstall since it's been 10 months and i like to do that every year or so to remove cruft i installed to try and forgot to remove....
