Even more bizarre computer problem than the WebCache thing.
I have an employer-issued Dell docking station. I also have a few year old Acer laptop that has a partially fried mobo and a host of other mental problems. I tried connecting them to see if they work together. They don't. I've got a bunch of notifications about some successful and some failed driver installations. But the failure kept happening over and over again.
So I disconnected the docking station. But the problems didn't go away. It keeps failing to install. I'm not entirely sure if it's the docking station or the USB-C port I've never used before, but my computer keeps trying reinstalling it every 10 seconds. Reboot didn't help. Removing all the new devices from Device Manager in Safe Mode didn't help. I'm not sure what else I should try.
How do I stop Windows from pinging me every 10 seconds about a device it can't install? How do I even determine which device it tries to install? I don't see any exclamation mark in Device Manager.

I've identified the offending device.
Device description: Unknown USB Device (Port Reset Failed)
Hardware Ids: USB\RESET_FAILURE
Hardware instance path: USB\VID_0000&PID_0001\5&651EB89&0&16
BIOS device name: _SB.PCI0.XHC.RHUB.SS04I'm pretty sure this is not the docking station but rather the USB-C port. As I said, I never used it before, and plugging a 180W charger might have awakened the monster. I'm pretty sure this is a hardware issue, not a driver issue.
Anyone knows how I could "blacklist" the device so Windows doesn't even try to detect it? I believe that would solve the issue.

Poking around the Internet using the device info you posted, a common theme is checking the port (from both the inside and outside of the computer) to make sure nothing's stuck in there, bent, or otherwise causing a short or other mechanical problem.
If that doesn't help, well, there's always
format C: /s
. Not sure if that's going to work given the existing hardware problems.

The device console (from the SDK) lets you disable devices by ID.
It probably doesn't stop it detecting it but it should stop it trying to install the driver.

A standard PCIE slot provides 75W of power. A 6-pin additional power connector (required by virtually all discrete graphics cards) provides an additional 75W. An 8-pin additional power connector (required by higher-end cards) provides an additional 150W of power.
I've seen cards which require 2 8-pin power connectors, for a total power budget of 375W, just for the graphics card.
I do not expect a graphics chip in a gaming laptop to be any less power hungry than one in a gaming desktop.

TDPs tend to be a bit lower. For example Wikipedia lists TDPs for GTX 10xx series for desktops up to 250W, with something like a 1070 having 150W. Mobile versions have 150W as the highest TDP and the 1070 there is listed as 80-115W. (Which is actually quite amazing, because that laptop is going to get really toasty.)
Semi-related: colleague has a gaming laptop that supports an external GPU bay where you can install a full desktop GPU. Needs external power though (IIRC), and it's not something you want to lug around...
