Hints use the game seed as well, but also depend on the game state. So if you ask for a hint at the same point, you should get the same hint.
But hints use a separate command queue from flag/unflag/reveal, so putting them in the middle of the batch probably won't behave as expected.

This board state looks unsolvable to me. My normal rule of inferences would probably assume s18/p18 and n19 as the "more common" layout of those sorts of mines, but that's really just a guess based on personal history.

@izzion True. I'd tend to leave corners like that because they might resolve on mine count, but there's something to be said for just getting the guessing out of the way early.

Given the relatively high number of clear squares already found (and mines remaining), I'd be inclined to try to resolve n4-t4 in a way that maximizes mine count. Which it looks like the localized maximum is {n4, q4, t4} (the other option would be {p4, s4})
