At some point, compression becomes an aesthetic design choice. Luckily, SVG is a really flexible format, so there's no reason it can't support vector JPEG artifacts.

Compared to some involving powder of sympathy and stabbing dogs at midnight, sound beacons going boom at known times sound pretty reasonable.

Although, if you were close enough to hear the booms, wouldn't that mean you were close enough to know the longitude within a reasonable approximation, and so they could just encode the longitude in the booms?

ISTM that would depend on how close you are. Far away, you might not hear them at all. Too close, and they might be deafening.
