FFXIV's housing system has long been pretty heavily plagued by a supply shortage and RMT reselling of plots. Their first attempt at mitigating this was to make it so that plots had a random amount of time after they became empty before they became available (but that time wasn't announced anywhere)... except the delay only applied to new homebuyers, and people could relocate from other plots immediately at any time. Which led to an immense amount of frustration from the people who had been trying to get a new home via legit spamming of the placard, and an even higher quantity of people that used bots or keyboard/mouse macros to spam the placard for them (which in itself led to some people scamming the people that were botting for plots, by relocating to the new plot, "redecorating" the outdoors to place a retainer where a poorly implemented auto-clicker would select the retainer instead of the placard, and then filling that retainer with extremely overpriced items for sale to steal gil from the auto-clicker).
So, with the latest expansion, they went with approach number two along side their latest expansion of the housing supply... no more walk-up housing purchases or random timers, but there is now a lottery system. 5 day entry period where you have to put down 100% of the price to escrow, if you win you get a 4 day period to claim the spot. If you lose, you get all of your money back, but if you win and don't claim it for one reason or another, you surrender 50% of the price.
Still a lot of doomsaying on Reddit leading up to things, people absolutely convinced that the lottery makes their chances even worse since there will be hundreds of bidders per plot (averages actually worked out to 5-10 for most personal housing, depending on plot size), yada yada.
Well, somehow the actuality is worse:
