Guild Wars 2 uses that for unlit torches. No, I have no idea why they felt the need to darken the area around unlit torches. It looks like crap, but they only use the effect in areas that haven't been touched since the game launched 4 years ago.

Probably because Unlit used to equal -1, and thus became negatively lit when the engine was upgraded?

The one I'm thinking of is in a cemetary in centaurland, and like most renown hearts, the environment is instanced per-player.

@ben_lubar probably because areas without any torches aren't pitch black by default. So if you add unlit torches, you clearly wanted the area to be dark, but they don't have to add tons of lit torches everywhere to make it light enough.
