That's because it isn't actually retrieving the topic title at that point in time, so Discourse is fudging it.

It loads some times, but other times it gets an error.

Middle click works, left click doesn't. I quibbled about it before...
Bottom line is, Discourse's insistence on breaking all the built-in browser features means that left-clicking on a link loads stuff via their AJAX handler, that AJAX handler sends a header saying the resource has been requested via AJAX, and DiscoDevs apparently think making some pages 403 with that header and other pages 403 without that header is somehow a security feature.
