In his defense, from the bunker videos it appears like his house is built on a bunch of sandstone, which seems like it would be sturdy enough to remain up until you can get it stabilized with some roof construction.
Asking whether it's a good idea is not why you're watching Colin's channel though.

I'd hazard it's probably similar to here in NL. Outside, you are allowed to add temporary buildings such as garden sheds, to a certain maximum. You're allowed to alter the outward appearance of your house (on the rear side to a greater extend than on the front side). You're allowed to do some landscaping.
But permanent construction (like a house extension) requires a building permit. And below some depth you need special permits (mining rights, I think) because your ownership doesn't extend down that far normally. And I think that depth is only 1m.

Permitted development rights (here at least) is more for building works and doesn't include things like electrical sockets which come under different restrictions/rules.

The rules used to be more restrictive. Site safety rules only really apply if you are employing someone else to do the work, and the other two categories are whether it fits within permitted development rights (don't cause others' property to collapse or infringe on a wide range of rights they have) and whether they make things likely to fall down in a dangerous way ("building control"). In many ways, making relatively shallow tunnels is one of the more permitted things, but is usually both incompatible with building insurance, and annoyingly expensive.
I have no idea what depth you can go down to without getting mining rights. It'll certainly include the depth of foundations and cellars normally found. I've heard of people putting several floors of cellars in under their house in central London (where building up is often super difficult to get permission for). I've also heard of cases where it has gone badly wrong, but the key reason in those cases is the collapse risk. (In one case, they'd hollowed out a large space under the road beside the house, which is a Bad Idea of epic proportions).
