In countries that have these things called "homeowner associations". But, I think, elsewhere too. Almost every society has some way to punish you for being a slob with your property.

well here in the US it is, or rather it can be.
usually at the municipality level if it's a legal issue, or in the case of condominiums the condo association. in that case it's not a legal issue, it's much worse. those condo associations can be downright evil!
i'm not aware of any ordinances about mown lawns at any county, state or federal levels..... and the municipalities that enforce lawn mowing are generally suburbs, and you can usually trace those ordinances back to a neighborhood dispute the likes of which Dysnomi looks to be heading straight into the teeth of.
just mow your lawn dysnomi, the community expects it and it's less effort to mow it than it is to fight it. or, if you really hate mosing it that much just give a neighborhood kid $20 a week to mow it.l it'll still be cheaper than fighting to have your lawn hip deep in grass.

@accalia I think my town says you can't let your lawn get higher than twelve inches or something. It's an eyesore and an invitation to rodents to make it their home.

Can I use astroturfs? No, lawns should be a waste of time, money and water.

if they want my lawn to be dandylion free they can come pick them of my lawn, or they can try calling the police on me and have that lovely altercation. otherwise fuck them and their "lawns must be turf, lawns must be green, lawns must be beautiful". An amazing disaster.
I remember reading about one woman who trolled the city by noting that the ordinance required the grass to be no taller than 4" (or whatever.) She replaced her lawn with a variety of grass that lies flat. (IIRC the city wound up jailing her and I don't remember what happened after that.)
I don't understand what gets people so riled up about refusing to mow their lawns. Just find the crew of Mexicans who's doing your neighbor's, and have them do yours as well, for $25 every two weeks or whatever. It's just not worth it.
I'm not fond of grass anyway, because the idea of deliberately encouraging the growth of something that you're then required to prune regularly seems...stupid. But if it came right down to it where I was determined not to mow a lawn, I would either xeriscape or move out into the country or something, and possibly get goats.

I remember hearing about some around here that were going to fine the homeowners for not keeping the grass green. During our drought. After the governor signed a bill specifically saying you can't do that.

yeah i got that far.... it's pretty scary, but at the same time the level of professionalism shown in the slide deck is.... well it's not commensurate with the material the presenter is trying to present.

Quite impressed by my favored AV (Panda) running code with a null ACL as System, with only its own inbuilt "shield" (which is trivial to turn off) to protect it.
