For some applications you need a specific outside diameter, for others a specific inside diameter and some that requires both.
That's why the diameter of a pipe is specified with I.D. or O.D. or both.

@TimeBandit Nearly always I.D. and wall thickness (where more than one thickness is available; PVC is the only pipe I can think of off the top of my had that routinely has multiple wall thicknesses, and that you have to look up (if you need to know it) based on the Schedule 40/80/200 designation), at least for water pipes.
Edit: After further research, pipe is designated by "trade size", aka nominal diameter, which is approximately its I.D. Tubing is designated by actual O.D. Hose is designated by actual I.D. Pipe threads, which is what @anonymous234 mentions below, are based on the nominal diameter and specify the actual O.D. (for male threads; presumably I.D. for female threads, although the references I found didn't actually specify the female threads). However, Wikipedia disagrees. Both U.S. standard and the international diamètre mominal/nominal diameter/Durchmesser nach Norm specify the O.D. in which the nominal diameter refers to the O.D. and the I.D. depends on the wall thickness (and there can indeed be a variety of "schedule" wall thicknesses depending on the intended use, even for pipe other than PVC, although that's the only one, in my experience, for which multiple thickness are commonly available). So the standard does indeed specify the O.D. of pipe, but if you subtract the wall thickness of Schedule 80 pipe, you get an I.D. approximately equal to the nominal diameter.
TL;DR: It's complicated. There are misconceptions and misinformation to be had, and what you think you know may not be right.

The reason is that 1/2 inch was originally the internal diameter, with 0.8250 being the outside diameter. Then walls got thinner.

I don't know how official these standards are, but it's kinda funny how the sizes are labeled by internal diameter, but this label actually specifies external diameter and the internal diameter varies within the same internal diameter label.

The reason is that 1/2 inch was originally the internal diameter, with 0.8250 being the outside diameter. Then walls got thinner.BSP is for screw threads.
For NPS ⅛ to 12, the NPS and OD values are different. For example, the OD of an NPS 12 pipe is actually 12.75 inches (324 mm). To find the actual OD for each NPS value, refer to the tables below. (Note that for tubing, the size indicates actual dimensions, not nominal.)
For NPS 14 and up, the NPS and OD values are equal. In other words, an NPS 14 pipe is actually 14 inches (360 mm) OD.

Sockbot had an autoliker even back in the discourse days, and I think it was ported to nodebb. Using it outside the likes thread was frowned upon though.
