We don't have a prod server for this yet (it's a new development, upgrading an older version of the software, written in .NET 1.1). The client is dragging their feet on getting new servers (which they need anyways).
The only prod-like server we have to test it on also exhibited the problem that happens in dev (on multiple dev machines no less). In both cases, a new App Pool was made for the site so there wouldn't be anything like that, and it's "top level", so no other configs poisoning it (to my knowledge). And the config is a straight copy.

Son of a bitch. That "fixes" it. The component doesn't need to be 64-bit, and I'm assuming the .NET 1.1 version isn't going 64-bit either.
Set the app pool itself to force 32-bit and it was nearly instant.

Considering it's not an OP in the Sidebar with the commentary being "look at this shit code", I'm inclined to treat it as quite a bit more trustworthy.

OMG IE, I won't be sad when the only thing people user you for is to search for a real browser when they get a new computer. I couldn't fix the real problem, so I hid it by swapping the control when the user presses escape, I believe this is more in line with desired functionality.

Status: waiting for Vladimir from Microsoft Support to get our SharePoint368 back to something actually workable. Well at least more workable then now where almost everything returns a "Helaas, er is iets misgegaan." I'm sorry too that it went wrong.
