ROOT CAUSE: Someone thought they could parse YouTube URLs with a regular expression.
The problem isn't that someone does it. People do stupid shit all the time.
The problem is that the Discourse team keeps including these little pieces of diseased cat diarrhea code in their already-broken-ass crap forums. Regression testing? QA? What the hell is that? We don't need it, I found a shitty RegEx some idiot wrote! He has a high StackOverflow reputation from posting the word "jquery" in response to 47,000 C# questions, so the code must be perfect!
