@aapis That's a pretty common cycle. Someone want to do something, but not enough to learn how to use professional tools. This guy uses an Excell sheet, or some other extremely easy to use tool to get it done.
As this person improves his skills, his program gets too complex to be maintained in said tool and start to get messy, then he, or someone he paid, will have to migrate said program to a full blown programming language.

There are also a lot of spreadsheets about that just store data. Not glamorous, but they do the job when a DB is thought to be overkill.

Edit: OMG they got rid of it in VS 2013 apparently (or I installed it differently), now it just plain opens a web link!
