I'm surprised it took this long to make it into the Steamworks SDK... Valve's own games have done this for ages.
No, seriously, go install a Valve game. You won't get a DirectX installation prompt despite it using DirectX. This was true at least as far back as when Portal 2 was released in 2011.

Because it needs to verify the Authenticode signature for all of the package files and installed files to prevent corrupt files from being/staying install installed raininfamily dammit keyboard!
