Oh, I never knew that. I thought the 00 was for people who didn't have a phone with a + on it.
Edit: I've just read the article properly and O_o, although I'm not overly surprised that there is no prevailing standard.

As explained in the Lounge a while back when I posted it in there , that's me in my fancy dress from last Halloween: a pair of contact lenses and a hoodie. Doing the same this year and planning on, maybe, wearing the lenses during the day at work - freaked a few people out last year when I put then in at 1630 apparently... (finish work at 1700.)
I love the spider in the top corner of the site!
Others appear to be less than impressed with the proposed site-wide CSS changes though. Some bollocks about the color scheme...

Where'd you look? There are plenty of pages on Wikipedia that discuss the bilingualism in Canada. Anyway, a better source would probably be here or here.
