Its a "Let's make this forum more annoying" plugin, don't see the point.
If we really want to make TDWTF more annoying we can just install the marquee/blink plugin and be done with it.

Its a long standing bug, we should get it fixed. Related to the quote stuff and multi browser support.

I voted FILE_NOT_FOUND because it's not a barrier to my reading once I added some custom CSS to make the spoilerising less painful to the eyes.
Spoilers are a cool feature and like any feature this community will abuse the crap out of them - but I'd suggest a more retro styling because excessive text-shadow and blur-filters are not especially cool.

I voted Yes because I can only put that custom CSS in two of the 4 browsers I view Discourse with. Mobile browsers don't seem to have a way to put in custom CSS, and since Discourse doesn't have it as an option/plugin for users to do custom CSS natively, mobile is stuck with the terrible eye hurting blurry.
