'In plain view' has a very mutable meaning when it comes to UI. We've trained all the users to filter out a lot of what comes up on screen - cf. people clicking 'ok' to everything that pops up - so it's perfectly possible to trigger the 'ignore this' filters despite being right in the middle of the screen.As it happens, I'm pretty sure that's what underpins Google's decision. If you have more than one or two incomprehensible icons in one place, it's a cue for ordinary users to ignore that area of the screen as 'something technical'. Google appear to have realised that and tried to minimise the effect. (MS has done something similar with the system tray in recent versions of Windows, for another example.)
The complete disregard for what resolution I want is still extremely annoying (I hypothesize this is a way they have of minimizing their traffic). But before, I had to hunt for what grey button to press among the other grey buttons on a darker grey background. Now I press the easily recognisable cog icon and then have a decently-sized popup to operate on. And I bet many people who didn't know they could turn off annotations now have learned they can.
So you win this round, Google. But I still want my Gmail compose window space back.

I just noticed that the new improved youtube UI presents a scrollbar when there's more than 4 or 5 resolutions to choose from - and ignores mousewheel over the drop-down.

Ok, it looks like — at least in this computer — all the videos are using the old U.
Except if I go incognito, in which case the same video then shows the new UI. I tried simply logging out and it doesn't make a difference. Only going incognito.
I have no idea what's going on, but I don't currently have the time to figure it out.
