Usually I’d just take the chance for a cheap dig at PHP code, but wild-ass-guess I’d say that with PHP you wouldn’t need 60 billion lines of code to upload a file.

File uploading in PHP is fairly trivial for most cases.
Assuming you're not doing anything fancy with sharding the file and just shoving it into the POST multi-part body as HTTP intended, you have data in $_FILES as to what was uploaded and it'll live in /tmp somewhere until the end of request where it will be house-cleaned unless you explicitly do something with it.
Moving a file from uploaded temp storage to somewhere you care about locally is a one liner, any other work you want to do putting it into a database is up to you, but the actual mechanics of uploading a file are basically handled for you.
If, of course, you're doing sharding of files and partial uploads/AJAX uploads, things get a lot hairier but it's still only a few hundred lines of PHP at most to manage the session state of what you've received vs what you expect, it's inevitably more work on the front end than that.
The shit starts happening when you start talking about S3 storage because then you're inevitably talking about loading the monster that is the AWS SDK which is vastly more complex than it really needs to be for what in this case is a fancy stream wrapper.
