If the mugs they hand out are made in china and can't be put in a microwave or dishwasher; I'm pretty sure my trust in them is quotationed at best.

Not double quotes like that. But some wiki software (e.g.: MoinMoin) uses ''two single quotes'' for italics and '''three single quotes''' for bold.
