If you are reclining, you are lying; if you are putting something down, up, or aside, you are laying.

Can someone explain that part to me? Why is U.S. getting out of Germany a bad thing now? They have their own army. And a few more between them and Russia anyway.

Because, as usual, he announces things ad-hoc without any planning or talking with corresponding "allies".
Also, you have to keep in mind what "the ire" means. There have been no official statements with regard to expressing that "ire". You can hardly blame people for at least internally expressing annoyance. They don't take their ire to social media like some clowns do whenever they read something mildly relevant on Twitter.

Because it reduces spending by US troops in the vicinity of the bases. Maybe some other sillier reasons too, but that's the factor that will actually annoy some. OTOH, it's not exactly a surprising development; other NATO nations have also reduced or eliminated their presence in Germany in the past. Heck, this is actually a very normal sort of decision from the US, and not worth getting excited about at all.
The Russians might not be too happy that the troops are relocating further eastwards though.
