What they did say when I clicked "Yes" was the same dialog. Clicking it a second time made it go away though.
Overall, useless...

Correct. That message is what happens when an external process tries to open a website and Chrome doesn't respond to its own request within the timeout.

Point is, neither clicking Yes or No does anything, and the given message is still wrong because I'm typing this post on said "unresponsive" Chrome.

I would have as well, but an accident occurred and my machine rebooted last night, so the reference instance was lost.
