Justifying a gap is a very crucial topic but i may suggest you there are plenty of good legitimate reasons for the gap. (education, pregnancy, self employment, travel etc.) So, no employer will just throw out a resume for no good reason. They are trying to find the talent to fill a position. Why waste a talent because of a silly, non-productive policy? But never, NEVER cover up or lie about something. If you are caught at it Especially do not omit it in the application.
