I'm not sure it matters. Mine is apparently turned on, but then says:

Then it has a bunch of random RSS feeds. I normally see ads, but no Web Clips. Before writing this post, I was seeing normal ads when I was in my spam folder. I just went back in, and I'm seeing French Fry Spam Caserole.
This seems typical of Google stuff. Sometimes it works, and sometimes it doesn't. I tend to use iGoogle as my home page, and have tons of RSS feeds spread out among multiple pages in little portlets. Sometimes, I can click on the title to go the the feeds main page (like the main Side Bar page). But often, that link just doesn't work as a link. When the cursor goes over the link, I get the cross cursor that lets me move the portlet around on the page. But I get what I pay for, and it mostly works, so, meh.
