I don't really want to force hundreds of users to change their passwords over this (we don't know which account he's activating his installation with)
Why not? He's got someone elses credentials and you don't know who's. That's the first thing you should be doing.

What the devil is going on here? They know it's a former it person. They should be falling on him like a ton of bricks. If it isn't him someone is either severely compromised or dumb enough to share credentials that will get him fired. They need to flush him out.

In that case, my advice would be:
Start by resetting all the passwords. Send an e-mail to everyone affected, informing them about exactly why this needs to be done. If management has a history of caring, and enough people were affected, then some middle manager will bump it upwards. No need to do that yourself. And then the management will decide whether legal action should be necessary. That's what they're paid for, so don't go doing their job for them.

Helps if you have an existing law or policy that literally requires this in such event, or you could get fired for this bit some places, assuming there were legitimate users doing stuff. This wouldn't be warranted firing, just it could happen. Estimate the depth of your shit-handling capacity prior to action.

Also, those same users can get right back to work as soon as they do the password reset procedure - it's a 5-minute thing via a web portal, is it not?

I don't leave the computer on if it's not actively being used.
But merit where it's due, Windows has been a lot better lately about waiting until I'm finished with the computer first.

And I don't have something like regular hours of usage for my computers anyway. I need them when I need them.
