The line is "A Connecticut Yankee In King Arthur's Court" (inclusive) for a major work.

@Gribnit I'm trying to find the short story, very likely part of a longer item, which I recall having the name "The Judge's Speech", "The Gentleman's Speech", or "The Distinguished Gentleman" or something along those lines, in which yon speech is actively hostile to understanding. It has not been spontaneously mentioned but I am still pretty sure it actually exists.

Maybe you're looking for something in the collections of short stories? "Merry Tales" looks like it includes "The Captain's Story", though I don't think it quite is what you're looking for.

Clarification, the speech is shorter and not comprehensible even with effort. It's basically a prophecy of me.

I think it might be: "The Story of the Gallant Deed", in http://www.online-literature.com/twain/3287/
Seems to fit a lot of the criteria -- snappy title with a gentlemanly theme, part of a longer work, hard to read because it's obfuscated, relatively short, a speech (sort of).

Totally comprehensible, but thanks, the notion that any memorable short work I can't remember the author of is Twain is holding up.

The story is attributed to a third party, is why I suspect it's hiding in a travelogue.
I am still on the fence as to whether these orthography suggestions are parody. Been on that fence more than two decades now. I suspect his sincerity varies over time.

No progress whatsoever. Since this is fair warning that I'd occur it'd be useful from time to time, it somehow being helpful that people can be reminded of some of the things that can it turns out just happen, but, eh, will update.
