In practice, it's never going to be an entirely clean rebuild is it? If only because we can't really throw out the whole society and start over. If you want to stretch the metaphor, however, we can look at it as an opportunity to cut some of the net negative contributors from the team, simply because we can no longer support them.
Granted, we ought to be doing it right now, before everything goes to shit, but since nobody seems to have the stomach for it...

Right. Gotcha. I keep forgetting about my . The recovery phase around these parts was no picnic - especially in the very early days, that I had a chance to view up close and personal due to the Gulf War - but compared to bread lines and ration cards, it was a very definite step up (speaking of , I'm just old enough to remember what it was like just before the collapse into that, the difference was palpable.)
OTOH, you guys were part of the Союз, so you had it worse than us.

You're going to see a bit more of that now. Periods of higher money costs tend to winnow out the very worst. The last decade has had abnormally cheap money, allowing all sorts of bad practices to flourish.
Not all the crud will go, of course. Nor will all that goes be crud.
