uh ... that is exactly what is done. Depending on crop, location, ... you can get more by for example only mowing a meadow once a year and calling it biological hay land then actually doing anything else with it.

@Luhmann That's not quite what I meant. It's that landowners are being fined for not mowing the meadows in time regardless of weather conditions and other considerations (like working fields, which actually have crops). May be a paperwork issue to declare that it's this biological hay land. Mind, you also have ensure you're not mulching up protected species like corncrakes.
It has a reason. Some leave unmaintained jungle for years, where invasive hogweed then grows and other shit. But show me one bureaucrat, who cares to tell the difference when quota must be fulfilled.
Tbh, often enough rules aren't near as illogical (relatively speaking) as some local small-time schmuck functionaries, who just tend to throw their weight around.

In case of untouched fields, the forms to be filled are ...farming requires an extra license. Only specially qualified people as proved by their certificates .... are allowed to farm warthogs. Also special stables are required, ....

funny enough this is highly automated ... it starts out with mapped and satellite images, this leads to a ground based meat drone being dispensed to confirm the findings and consult with the land owners and land users.
