It's a much better question than most of the ones I see asked (link to another question indicating that you've done some research, core of question is written comprehensibly, and some context for what is going on); it deserves an upvote. I can't answer it though; it involves lots of stuff I don't understand.

@Tsaukpaetra I have found the Rx library (which has a .NET port, RxNET) is extremely effective at dealing with async problems with a temporal component. It's great for dealing with buffering, rate limiting, throttling, debouncing, timeouts, windowing, etc.
I can't speak to specifics here but it sounds like a good route to pursue for your problem.
