Flag dialog confusing

So there's this lovely dialog when you flag a post. Looks like this.

Now, most of the flagged posts around here are signals for jeffing, so 'other' is going to be the most often clicked item. That activates the text box, and after you've typed in it, the Submit Report button is enabled, which submits the report.
Based on that information, you would guess that Spam and Offensive activate the Submit Report button, or perhaps one but not both activate the text box.
You would be wrong. Clicking Spam or Offensive instantly submits the report. That is so incredibly inconsistent UI design it baffles me. What is the point of having the Submit button visible before picking a reason if it's only usable in Other? I could say the same thing about the text box, but the presence of the button seriously implies you get to confirm before submitting the report. You don't.

Also, there's no Libel button. What's up with that?

@Jaloopa That would go under Offensive. But there is no 'off-topic' button, which Spam doesn't cover by most interpretations.

Every time a post is on topic, it gets flagged and Jeffed to another topic?

@Gąska No, regulars couldn't jeff things around, just edit the title. It was fun. (There were TL4 users that could, but there was only 2 of them, and they didn't make anything funny with that)

And it was abused so heavily that the site CSS had to be updated to specially mark the threads where it was most a problem. Because there was no rate-limit on that wasn't a per-user limit…
