I was just reading about this on Hacker News.
The best comment was something like:
Open source doesn't need more new features or new prototypes. What it needs is existing software with more than enough features (GIMP) to stop sucking.

That's partially covered:
Can I apply with a project that already exists?
Yes you can. However, your proposal ought to be clearly defined and and have its own degree of novelty, e.g. you plan to expand or enhance your preexisting project with a new module. In any case, you need to make clear what you will be working on during the 6-month project term.

@blakeyrat There was gimpshop, but it was abandoned
(gimpshop dot com is a scam site, the official is only at sourceforge)

Like www.paint.net. Bastards
-
@cabrito So… it's a 6-month defined-deliverable project? I'd guess that'd make it something medium-sized but without going for a lot of talking to users (that sort of thing takes a lot of time to do well).

Well, it is open source
-
@Jaloopa Well, there is that, but with just 6 months you need to already have the domain and the plan of what you want to do worked out. There's no time for anything else unless the project is a really tiny one, and I doubt that anyone will be keen on funding those when something larger is proposed by others. Competitive grants processes work like that.
I wonder if my friends near München will apply…

Your best shot is to go through a company that specializes in applying for government grants (there's a lot of them in Europe). Competitive grants processes work like that.FTFY

@Gąska I'd expect gimpshop to involve plenty of rubber…
