If they're seeking it out, they're already interested and as mentioned above they're harder to stop in that case. And if they're seeking it out while not ready for it, their immedaite reaction is likely to be "ew no."

It's the same Facebook who are claiming a $10 billion hit in revenue this year due to Apple's iOS privacy changes while (that I can tell) doing nothing to actually change their business model.
It gives them someone else to blame for issues with stock prices and revenue drops.

There are several browser extensions that offer free VPNs - which if you're just a teenager looking at porn is probably good enough.
Plus they don't all require credit cards.
NordVPN takes debit cards (which you can get when you're under 18), Surfshark and NordVPN both accept multiple other payment methods which don't require a credit card, Mozilla VPN allows in-app purchases via both Apple Store and Google Play which doesn't need a credit card, etc.
