Most of the (perceived) slowness of the web is caused by loading adverts due to the way that they (a) query lots of sites in order to generate the ad content, and (b) insist on doing so largely synchronously, with lots of DNS lookups and connection creation, and (c) insist on doing this in ways that defeat a lot of caching mechanisms. If you find a site that isn't interested in monetization to the max, you'll probably find that it's also quick.
There are other things that slow stuff down, such as overly complex frameworks and tremendously intricate layouts, but they pale as nothing by comparison with the main problem.

In most cases, it's not the colleges charging the interest, because (again, in most cases) the money wasn't borrowed from the college.
There are two types of student loans, Federal and private.
Federal loans are just what the name implies, the student (or parents, in the case of parent PLUS loans) borrows the money directly from the Federal government, although the loan is processed through one of several companies that contract with the Department of Education and disbursed by the college along with scholarships, grants and other financial aid. The interest rates are low, interest is tax deductible, and repayment terms are reasonable and flexible, but you've got the government on your ass if you default. They can withhold payments from your tax refunds and other benefits.
Private loans are just like any other loan from a bank, credit union, or whatever. In some cases, the college itself may be willing to loan you money, but this is a small fraction of the student loans in existence. I'm under the impression that it's more common with for-profit colleges than state or non-profit colleges, but I don't have data to back that up. Terms are whatever the lender is willing to offer, based on your credit history, income and anticipated future income assuming you complete your degree, and like other loans, some of the lenders may be predatory. Caveat debitor.
