'forking' doesn't mean 'editing code' any more than it means 'driving down the M6'. 'forking' makes no changes to the code at all; it just makes a copy somewhere else that is then edited later.
And 'pull request' has nothing to do with 'e-notes' (seriously? e-note? ) or requesting edit rights; a PR is you asking upstream to merge your changes.

Nope: the person submitting the PR is not editing the upstream repo; only those with the right auth can do that. However, the person who accepts the PR is editing the repo.
