Answer: because a meeting place is required/advised. I actually use it myself to indicate that we're just going to have a talk without actually moving to a conference room.

Trust the government. I'm pretty sure construction started in 2004. If not, they were certainly doing something that looked subway-construction-like.
I'm skeptical as to completion date, too, but, no...construction didn't start then, though I'm sure someone was talking about it.
Actually, getting to Dulles is pretty easy at this point. They just go right along the center of the existing access road. The first leg was more difficult and contentious. Lots of fighting about how to get through Tyson's Corner. I'm not so sure about the details past Dulles, though it shouldn't be nearly as difficult as Tyson's.

I'm not going to look to see if this applies at Dulles, but at DFW and Atlanta, there's a train that takes you from one terminal to another. They were building something in 2004-5 that I thought was a trainlike thing. I few in and out of there a dozen times that year.
First time, I bought a ticket on a whim via Travelocity or whatever, because I couldn't get one from the airline's website less than four hours before the flight. I got the dreaded SSSS on my boarding pass. Protip: TSA goons didn't like it when they put you in the "stand here and wait to be searched" zone, and you make a crack welcoming the next guy to the gulag.

I was once on a United flight at BWI that was delayed because the crew reported to IAD by mistake. BWI is about 3 times the distance from IAD as DCA.
And this was a long haul 767 crew. They should damn well know airports by that point in their careers.
