If it's going to be suggested, you'd probably want to suggest the most likely option a user has (contact an admin), then maybe the option if the user is an admin. Or, since it's @system sending a message, why not suggest to contact an admin if you're a regular user and link to the logs if you're an admin (and include the error in the PM, if possible).
I understand why Windows does it the way it does, it just doesn't work out too great in some of the spots where it does.

Probably? I don't know. I install this shit through package manager on my computer. And I saw that on every single other one I installed because I set the region and keyboard to Croatian. There's no asking for installer language, it just does that.

I have a Linux system set up to be fully en_US, but my keyboard layout is German QWERTZ without dead keys.
Thus, everything is in English except for the buttons of that dialog because the people who wrote Doomseeker suck.
Also, mistranslation - "Apply" is always called "Übernehmen", not "Anwenden" in German software.

Might be timezone settings. Keyboard seems to be a bit of a weird thing to use as a language detection parameter.
On my particular system the timezone is the only thing that deviates from the en_US setup. Can't really test that installer though. Well, I could, in Wine, but I won't. Because I don't care enough.

Not my choice. That's on my list of required software that need to be installed here. I stopped fighting that stuff years ago, not worth it. The owner is gonna clog it up with crap in 2 weeks anyway. My small contributions to not installing crap on it are just a droplet in an ocean.
