I see people restrain from creating new topics if the subject is below some level of worthyness. Is it out of shyness or there is a reasonable reason to not create topics for small stuff?

When I do it it is mostly because I don't think there will be more than a few comments and (hopefully) a laugh, and there seems to be no point in creating a whole new topic just for that.

Wrong tense of be. There are other, perhaps better, ways to fix it, but the simplest is s/been/being/. If the people are no longer afraid, s/been/having been/ works. If you wanted to put the emphasis on the people rather than the fear, people who {are|were|might be|...} afraid.
