I've been assured that it is "blisteringly fast for non relational data, and much faster than SQL in non-relational scenarios".

Nothing has been decided yet. Until a solid decision is made for some sort of auto-promotion, it will likely be managed manually. Since new users will need to know about TL3 first to ask for it ...

Why not a meet-in-the-middle solution?
A monthly report of candidates for rank advancement could be automatically generated from statistics (which might include drill-through to their most-like posts etc), and from there they can be manually promoted to the appropriate group.Then again, this sounds like work....

Yes, that's true, but it is often, if not usually, more trouble than it is worth to do so - again, much like with OOP, it can be shoehorned into any project you want it in, but that doesn't make it a good fit. More importantly, the fact that - like all project methodologies, though probably more than some others - you need to be disciplined and methodical in how you use it for it to work means that trying to use it without that diligence is just going to cause a train wreck, or more likely, aggravate one that was going to happen regardless.
