Very interesting article, i think we've all left comments like that in code, you know when you're trying fix some bug on a production server for an angry client and it just needs to working today. I usually prefix mine with a WARNING!!! HACK ALERT so i can just do a search for it later and refactor it for the next update.
BTW: First!!!11!

I like this line:
<font face="verdana, arial, helvetica, sans-serif" size="2">Comments like "UGLY TERRIBLE HACK" tend to indicate good code rather than bad: in bad code ugly terrible hacks are considered par for the course.</font>

Most noteable:
<font face="verdana, arial, helvetica, sans-serif" size="2">private\ntos\w32\ntuser\client\nt6\user.h:
* The magnitude of this hack compares favorably with that of the national debt.</font>This is obviously during the clinton administration, with the Bush admin I am not sure that statement can be valid.

This depends on your definition of "favorable."
