I think they slowly started the whole "customizing"-thing. They are just taking forever to implement it. And while they are at it they are changing everything around.
Like when they changed the way the category backgrounds worked, the actually changed a lot of CSS that people had to use for their own styling before.
I'd say they forgot at the brainstorming part of the Discourse-project that customizing a personal forum might be a huge point.
They are also still adding a lot of new features that change how the forum works on a basic level.It's really more in a beta-state even though the Devs want it to be at a release stage already. And I don't mean that in a demeaning or negative way. They just change their functionality way too much for a product thats supposed to be on a release channel, imo.
But as I said at the beginning of this post, they are actually working towards it. You can apparently now change what columns you want to see in your category view and the style of the backgrounds behind the categories is also changeable in new releases, I think (according to @Sam over at Meta)

According to the Post-count here the topic in the middle was the huge battle between TDWTF and the DiscoDevs about how to handle a forum and a bugtracker. Too lazy to scroll all the way up.
