Well, a few tweets earlier it is explicitly mentioned as being made for the iPad:"Hey, look what we made – a new Raspberry Pi mag for iPad! Get it for just 69p/99c"
So not really a wtf.

Maybe. They might have had people asking for just that. Are there other formats existing or planned?

Unless the point of marketing might be to get new users who don't use the system to try it out.

A magazine aimed at a device that runs linux, being promoted by a linux magazine but not provided in a fromat that linux useres can use.
There aren't that many formats in which you can distribute a fee-based magazine in an electronic form to linux users. E-book perhaps, but DRM is not that easy either for the platform.And why bother? For the few linux users that are not multi-platform?
What's missing is an app for android devices, but perhaps they will produce one, once they see that there is a market for that.

They could distribute either via Kindle or via Google Newsstand. No idea about the economics of either route, but they are available and are widely used on 'droid.
