This is, I think, touching on my previous posts on here involving code escrow; is the payment for the code "NOW" (not usually) or for the code, and if necessary the supporting environment to compile it, if the supplying company go bust (yes).
My questions on this thread are trying to elicit which it is. If the former, it's a WTF, if the latter, they're going about it the wrong way.
The only other circumstance I can think of related to this is where you contract out the production of code, but supplying the source code would be an inherent requirement of such a contract, thus not really worth a mention on here.
