I don't think you understand. We're talking about MALICIOUS PROGRAMS PUTTING PORN SITE SHORTCUTS ALL OVER THE TASKBAR ON EVERY REBOOT. Preventing that from happening is very good! But we still want the user themself to be able to pin the programs, because it's a good and useful feature.
I have no idea just how much "friction" you're talking about but if it's designed to deter people who are used to JS heap spraying to deliver some ROP-style exploit for an obscure font rendering API to escape a sandbox or three, I'd like to see it just for sadistic entertainment.

I did not, but, I must say, I'm surprised you can't understand his proposal. Apps would be able to attempt privileged actions, but such actions would be deferred until the user was available to approve them - accomplished via sandboxing and a dirty bit. Do you even software, bro?
